Profile of the Speaker
The Speaker of the council is Clr. S.I. Mbalo. Sizwe Isaak Mbalo was born in Tumahole Parys on the 10thof October 1968. He attended school in Parys and joined politics at an earlyage. He fled the country to Bulawayo where he obtained his A Levels from Bulawayo Foundation College. He has been a member of the ANC since an early age and he is still active in politics.
He served as the Fezile Dabi regional secretary for five years. He was a chairperson of the Executive Committee Parys TLC. From 2000 to 2006 he served as a Speaker of the Ngwathe Local Municipality. He has been a serving as the Speaker for Fezile Dabi District Municipality from 2006 to date. He served in the Free State SALGA PEC and as Chairperson of LGSETA in 2007 and also headed the Local Government Sub-Committee in the same year. He is married to Mrs Zuziwe Mbalo and a father to two boys, Xolile and Vuyo.
Role of the Speaker
The office of the Speaker focuses on the performance of functions prescribed by section 37 of the Municipal Structures act, 1998 and the powers delegated to the Speaker by Council in line with section 32 of same act. In between the Council sittings, the office of the Speaker ensures that the legislative component performs its oversight function effectively and efficiently.
In this regard, the Speaker offers full support to Council Committees to enable them to perform their tasks with ease and thereafter report to Council accordingly. Thus Council is able to convene in line with its schedule; Councillor Interests are being taken care of and the programmes to ensure the participation and involvement by our stake holders and the general public in governance matters are in place.
